Topic: Lagförslaget till ny skollag presenterat - Proposal for new school law
Den 16 juni var en mycket dålig dag.
Då presenterade Utbildningsdepartementet sitt förslag till ny skollag.
Med endast fyra ord, omintetgjorde man i det närmaste, möjligheten till hemundervisning:
...det föreligger synnerliga skäl.
Alltså, i sin helhet:
22 kap. 18 § - Ett skolpliktigt barn får medges rätt att fullgöra skolplikten på annat sätt än som anges i denna lag. Medgivande ska lämnas om:
1. verksamheten framstår som ett fullgott alternativ till den
utbildning som annars står barnet till buds enligt föreskrifter i
denna lag,
2. behovet av insyn i verksamheten kan tillgodoses, och
3. det föreligger synnerliga skäl.
Den som ska avgöra om synnerliga skäl föreligger är kommunen, även om man har barnet inskrivet i en friskola. Exemplen man ger på synnerliga skäl är: Inflyttad från grannland, och längre resor vid t ex filminspelningar.

The 16th of June was a very bad day.
The Ministry of Education presented their proposal for a new school law.
With only four words, they basically made it impossible to home educate:
...if extreme reasons exist.
... then, home education can be granted. Examples they give are: If child recently moved to Sweden from neighboring country, or if on longer journeys on e.g. film productions.
